Although cannabis is a classified narcotic drug placed under control by the United Nations and by all EU Member States, the measures adopted to control it at national level vary considerably.
This summary map provides an overview of the legal approaches towards cannabis use or possession of small quantities of cannabis for personal use in the European Union (27) (on 1 August 2012).
It maps the possible sanctions set out in the different countries of the EU for cannabis-related minor offences, such as use or possession of small quantities for personal use.
It also shows which countries distinguish cannabis from other substances (giving cannabis-related offences a special legal treatment) and which countries gave legal status to the use of medicinal cannabis. - Posters made for the EMCDDA 15 years conference organised in Lisbon, 6-8 May 2009 about opioid substitution treatments in France and the SINTES monitoring system (pdf)
