Illicit drug supply in France in 2021

In 2021, the quantities seized by the police, the gendarmerie and customs have reached unprecedented levels for marijuana, cocaine and even heroin. In addition, the levels of substances circulating the country from cannabis resin and heroin to cocaine and MDMA/ecstasy are high, while retail prices are fairly stable or down slightly.

The objective of this first report on the supply of illicit drugs in France in 2021 is to produce a contextualised inventory based on the main indicators and data available, updated each year.

The illicit drug market in France is structured, particularly in terms of volume, around four main substances, namely cannabis, cocaine, heroin, and MDMA/ecstasy. For the past twenty years, it has been affected by a dynamic and increasingly diversified international supply of illicit drugs. 

2021 was marked by record cocaine production in Colombia, as well as very high levels of opium and heroin production in Afghanistan and synthetic drugs in the European Union.
