Gambling in France in 2024

In 2024, the French gambling market continued to grow, with gross gaming revenue (GGR) on the rise and increases for the different types of games. The latest report from the French Monitoring Centre for Drugs and Drug Addiction (OFDT) reviews gambling in France, how it has changed since 2019, and the risks associated with excessive gambling.

In 2024, gross gaming revenue - the difference between the amount staked by players and the sums paid out in winnings - reached almost €14 billion in France, up 4.7% on 2023. This growth followed an already significant increase of 3.5% the previous year.

All gambling segments were up in 2024, with the exception of online poker and horse betting in retail outlets. Sports betting saw a particularly significant surge, with GGR up 14.8%, while lottery games were up 5.1% year-on-year.

More than half of 18-75-year-olds (51.6%) said they had gambled at least once in 2023, up 4.6 points on 2019. Draw-based games (34.2%) and scratchcard games (30.9%) remained the most popular (played at least once a year by almost one adult in three). Average annual expenditure per adult was €258, compared to €249 in 2023 (+4%).

The proportion of problem gamblers (representing 4.9% of gamblers, or 2.5% of the population aged 18-75) has remained stable since 2019. As for 17-year-olds, in 2022, 27.5% of them declared that they had taken part in gambling in the course of the year, down from 38.8% in 2017.

After a decline in 2023, the number of online gamblers rose again (+7.7%), representing almost 3.9 million people in 2024. At the same time, the number of active player accounts rose by 11.8%.
